MEET OUR SPEAKERS

Lindsay Billingsley

EMCEE & MODERATOR
Founder, Lab Strategies

Lindsay Billingsley is the Founder of LAB Strategies, where she develops strategic initiatives designed to enhance financial and philanthropic outcomes for individuals and organizations alike. Lindsay developed her expertise through board leadership, civic involvement and from chairing multiple record-breakingcharitable events. Her expert skills in this realm include elevating brands, identifying and engaging donors, securing funding and expanding the organizations’ networks.

Prior to founding LAB Strategies, Lindsay had a noteworthy 15-year career in the Dallas commercial real estate industry she was named D CEO Magazine’s “Top 30 Under 30” and received Dallas Business Journal’s “Heavy Hitter” award. She is a graduate of both the Dallas Regional Chamber’s Leadership Dallas and The Real Estate Council’s Associate Leadership Council. Lindsay currently serves on the boards of the Dallas Housing Authority, Dallas 24 Hour Club, Planned Parenthood of Greater Texas’ Community Board, Teach For America and United to Learn. She previously served on the boards of KIPP Public Schools DFW, Nexus Recovery Center, The da Vinci School and The Real Estate Council Foundation.

Lindsay is a graduate of Southern Methodist University where she received her Bachelor and Master of Business Administration from the Cox School of Business.

Carley Ruff

Director of State and Local Relations
Habitat for Humanity International

Carley Ruff is the Director of State and Local Relations for Habitat for Humanity International’s Government Relations and Advocacy Office in Washington DC.  In her role, she works to build the public policy knowledge and capacity of Habitat for Humanity organizations across the U.S. to improve housing policy and systems at the state and local level. Carley has over 15 years of experience working in the affordable housing sector. Previously, she worked as the Policy Director for the North Carolina Housing Coalition, where she served as the organization’s chief lobbyist at the North Carolina General Assembly. She facilitated the development of state legislative and regulatory policy positions addressing needs across the housing continuum. She has served on the board of directors for Habitat for Humanity of Wake County and The Association of Housing Counselors of the Carolinas (TAHC). Carley began her career as an AmeriCorps member serving with Habitat affiliates in Charlotte, NC and Richmond, VA.  Carley holds a BA in History from the University of Georgia and a Master of Social Work from Washington University in St. Louis.

Julia Ryan

Director of Planning and Urban Design, City of Dallas

Julia Ryan is the Director of Planning and Urban Design for the City of Dallas. She is responsible for integrating equity and empathy into land use policy. She has over 15 years of public sector planning and implementation experience and has worked relentlessly to champion policy reform, support neighborhoods, equitable distribution of funding, and strategic planning. Julia is driven by the philosophy to leave the world better than she found it.

Mattye Jones

Mattye Gouldsby Jones is a Director in the Affordable Housing and Community Development practice at Coats Rose law firm in the Dallas office. Licensed in Texas and Mississippi, she assists developers with tax credits and bond financing, community development, and legislative matters in Texas, Louisiana, Mississippi, Arkansas, Georgia, Colorado, Oklahoma, Kansas, North Carolina, Alabama, New Jersey, Massachusetts, and other states. She also assists developers with strategy, securing consents, and transactional closings for Workforce Housing; Historic rehabs; 4% and 9% LIHTC transactions and commercial endeavors. She assists clients with public-private ventures including use of RAD and special financing. Mattye has supervised the handling of diverse legal matters before federal and state courts. She is the former General Counsel and former Sr. VP/COO of the Dallas Housing Authority. Mattye is a former Chair of the Governing Committee of the ABA Forum on Affordable Housing and Community Development Law. She is the Immediate Past-President of the Housing and Development Law Institute (HDLI), a national non-profit comprised of industry leaders focused on legal education. Mattye volunteers service on several civic boards and associations including Dallas Assembly, Dallas Historical Society Director, At Last! Director, Grace Fort Gouldsby Scholarship Foundation Director, and TREC as 2021-22 PAC Chair.

Phil Crone

PANELIST
President, Dallas Builders Association

Phil Crone began working for the Dallas Builders Association in 2006 and served as the focal point for the Dallas BA’s advocacy efforts. Crone has helped ensure a better business environment for home builders and developers by working with elected officials on the numerous regulatory, permitting and environmental issues that impact the industry at the local, state and national levels.

Crone also developed a green building program for the Association. The program, that came to be known as Green Built Texas (GBT), went on to win local, state and national awards and serves as an important policy tool for the Dallas BA.

Following his promotion to Executive Officer in 2013, Crone helped develop award-winning education programs, a trade show, and a partnership with Operation Finally Home (OFH), an organization that builds mortgage-free homes for wounded combat veterans. Crone currently serves on OFH’s Advisory Committee.

In 2014, Crone received the David Lloyd Memorial New Executive Officer of the Year Award from NAHB. Crone also received the Gary Komarow Executive Officer of the Year Award in 2019 and, the following year, was named to Professional Builder Magazine’s Forty Under 40 list.
