The 90th Texas State Legislative Session will convene on January 12, 2027. Every session is an opportunity to make our voices heard and advocate for housing policies that increase access to affordable homeownership across the state, and this year is no different.

As residents across our region face an affordability crisis, it’s important that we drive policy changes that preserve affordability and strengthen the systems people depend on for security and opportunity. Read our 90th Legislative Session Policy Agenda below:

Increasing funding, tools, and resources for attainable housing

• Set up a revolving loan fund with a one-time capital investment that funds attainable housing activities while encouraging workforce training
• Appropriate funding for land banks to support blight remediation, title clearance, brownfield assessment, and strategic property acquisition
• Establish new funding streams for housing production and preservation

Expediting the construction and rehabilitation of homes

• Streamline the funding and approval processes for attainable housing projects, including leveraging publicly owned land
• Reduce barriers to housing development through pre-approved plans, building and parking code reforms, and strengthening existing laws

Innovating to produce and preserve attainable housing

• Allow diverse housing options to boost housing supply, such as ADUs and condominiums, especially for students, seniors, and first-time homebuyers
• Establish a Texas Voluntary Cleanup Tax Credit program
• Expand protections for heirs’ property owners

Austin Delegation Day
March 30-31, 2027 | Texas State Capitol, Austin

When lawmakers hear directly from the people their decisions affect, the conversation changes. This spring, Dallas Habitat staff, homeowners, volunteers, and North Texas affiliate partners will travel to Austin together for two days of advocacy and community-building.

Tuesday, March 30 – Delegation Day: We’ll meet with legislators, their staff, and agency officials to share why affordable homeownership matters to residents across Dallas and Kaufman counties. 

Wednesday, March 31 – Day at the Dome: Join volunteers and supporters from across the state as we build four walls for a Habitat home on the steps of the Capitol, raising our hammers together to show that every Texan deserves a decent and affordable place to call home. 

There’s power in numbers, and we’d love for you to join us. You don’t need advocacy or policy experience. We’ll make sure you arrive prepared and ready to share why this work matters to you.

Are you a Dallas Habitat homeowner? No one makes the case for affordable homeownership like the families who live it. We’re offering travel and lodging scholarships for up to five homeowners to join us in Austin. Let us know if you’re interested by Friday, February 5, 2027.

Housing is the single largest expense in most household budgets, making it one of the biggest factors in where people can afford to live and work. When housing costs price hardworking people out of the communities where they work, local employers struggle to hire and retain the people they need — a strain that reaches households, neighborhoods, and the strength of our region’s economy. We believe Dallas and Kaufman counties are stronger when everyone has a fair shot at the security homeownership provides, and the chance to build wealth and a better future for themselves and the people who matter most to them.

To lower the cost of homeownership, expand access for more North Texas households, and strengthen resilience for existing homeowners, we’re calling on local, state, and federal leaders to act in three critical areas: increasing affordable homeownership supply; broadening homeownership access; and improving homeownership resilience.

When we speak up together, we can make homeownership a reality for our neighbors. Join us as we advocate for policies that will expand the availability of affordable homes for purchase, open more pathways to homeownership for families, and strengthen homeowners’ long-term stability and success.
